Clarification on Alliance Skills - Do we get bumped in Ranks?

As title says;
When the changes go live, will a character currently at Alliance Skill Rank 4 get bumped up to ie. Rank 6 instantly, based on total earned AP ?
I would assume no. That whatever rank you where ON, would get bumped, since it would now not require as much AP. But i see people talking about getting instant access to skills, when this goes live.
So what is true?
