I'm with you Joe. The new changes are great. Its nice to actually be able talk positively about pets. Before the changes it was a rough ride.Gotta say your pet build and mine are WAY different lol... but then again I'm still hung up on necropotence and pumping magicka as high as possible.
But I find myself with the ability to tank, ability to heal, and even the ability to do most of maelstrom with my true pet build. (True as in they arn't just slotted on a stamina or spell power stack build)
Dps with pets has always been lacking from a pure spell power build. But in positions where it's not my only focus (such as tanking or healing, or surviving -vma-) I find them extremly useful...and I think every sorc should atleast expand their horizons out to them now.
As for people comparing pulses. On the high end my pets pulses do 9.1k per target. Average in vwgt when i'm tanking is 6-7k range.

You don't actually have to use the skill (ability) to level them.
So when are comfortable with any build while playing PvE, spend a few skill points in whatever you want to level (so if you wanna level pets first just unlock, don't slot it) complete a quest, and before turning in the quest, slot the skill you want leveled, turn in the quest and that skill gains the xp.
This way you aren't stuck slugging it out with under powered moves.
You can also just spam the heck out of an ability while in combat to gain some xp (though questing is the fastest way.)

Now as for PvP.
Pre update there really is no reason to slot pets. Maybe as LoS or a way to psyc out your opponent into thinking you're a scrub.
Even at 60k magicka the hardest a pet can get pre update is 6k unmitigated (so less really) and costs sooo much time and magicka. So just for fun in PvP i run matriarch and infernal (as they can actually have some dps)
Post update is a different story.
The familiar scamp will hit hard (so people have shown me @SmalltalkJava ) and the matriarch can have compareable heals. Infernal has been compared to Volkyn in terms of potential dps and utility. So post update Pets are actually viable (esp in small scale PvP)
I personally would use PvP gear however.
Edit: at lvl 30 and for a while, just completing stuff with what makes you comfortable is the best choice. Later on you can use that experience to get other skills leveled and under your belt. Almost all builds work at that level, I (at those levels) ran heavy x4 light x3 seducer set with sb and pets. Just played defense with heals, not really a good build but got things leveled

Btw Imo Necropotence is still a viable set too. I like it a lot.
The pets do really decent damage, the twilight no matter the morph is dealin approx 2k dps for free and the familiar does great damage and cc. The fact he moves is awesome, the only draw back of AoEs are that they don't move, well this one chases them!
Im thinking of switching streak off of Overload and switching it to Boundless (whichever its new name is) for a new effect and most importantly mobility. Not to mention more dps and AoE.
The build has more than enough dps to complete vet dungeons solo. The real trick is knowing all the positioning and mechanics.
Fyi, the two sister harvesters in Vet Banished Cells are super super easy with pets.
