Changes to harvest node scaling?

I didn't notice this in the patch notes (maybe I wasn't paying enough attention?)...
But it seems that the nodes in Hew's Bane are all VR15/16. With a 10/10 crafter, I saw no void-level mats. Similarly, a quick stroll through Wrothgar yielded only VR15/16 mats.
Also, the very first potency rune that I harvested was a VR16 Itade. Subsequent runes were VR15, but as someone who has yet to harvest a VR16 potency in Wrothgar on the live server, I'm hoping that this means that the VR16 potency drop chance is now less ridiculous?
