Cyrodiil Updates
We have a number of exciting additions and changes in Cyrodiil!
Once Update 9 is published, the Azura's Star and Blackwater Blade campaigns will limit the Champion System.
While in these campaigns, you will not be able to spend Champion Points when they are earned until you leave Cyrodiil, and all Champion abilities will be inactive.
Note that Champion Experience can still earned while in these campaigns.

It actually makes a lot of sense. In order for them to test the change and get relevant feedback on whether or not people like the change it has to be done this way. Look at what happened with Axe of Belharza, they tried to test gated access on a new campaign and no one switched over. They couldn't get any feedback on how it would affect an actual populated server and the campaign just died/turned into a buff server.
Making Azuras Star a campaign with No CP just forces everyone to test out the change and report the feedback via changes in population. If the campaign starts to decline in large numbers, it'll just be an indication of how many people are actually displeased with the change.

Apparently they didn't learn that this kind of change needs to be all or none.

The gated concept is worthless unless the gated content is actually exclusive in some way. Having a single gated campaign among several non-gated campaigns was never going to have any merit at all.
ZOS missed the point about gated campaigns and it missed the point regarding a CP disabled campaign: It should be the non-vet campaign that has CP disabled.

I don't know. I think it will just force everyone the majority to evacuate Azura as soon as they look at their stats after logging in.
