While I disagree with the stance ZOS have taken with regards to NPC interaction and bounties, it still seems to be the case that, under the current iteration of the Justice System, having a high bounty does not impede quest progress. Therefore the issue the OP is facing is technically a bug.

At 77 million, or even 4 million bounty, they've gone well past any number required for any achievement. They need to take off all armour, to reduce repair costs, let some guard kill them, bounty cleared, problem solved.

this statement is not true. His bounty was cleared with stolen items he had in his inventory probably.

Its going to impact such a small demographic within the game, either they did it on purpose to cry about it seeing as this is the second thread in as many days or they thought they wouldnt run into consequences eventually for high Bounty, that it makes absolutely no sense to put any sort of logistics towards changing this.
The most simple solution, and its in the hands of the player, would have been to never get your bounty that high. But of course its the games fault and ZOSs fault for the choice of the player. No one ever wants to take responsibility for their own actions.
I have absolutely zero empathy for these players.

I did it because it's the way I like to play but it hasn't been a issue completing quest with a bounty until now so it's zenimax fault

You likely won't get a response here. This is a discussion forum, not customer support. For customer support, you have to go to customer support.
On PC/Mac, use /bug one time, and only one time, for this. On console, follow whatever process they have.
Hopefully, you reported this to customer support. It does not matter what they respond with, or how they disposition it, it is in the system with a ticket number. You can continue to reply to that ticket number with additional, pertinent, information.
EDIT: You will know when it is fixed because you will be able to interact with that NPC.

We can confirm that you should be able to speak with any quest NPC regardless of your bounty (it wouldn't be very fair otherwise). We're working on fixing Roxanne so she'll speak with you even if you have a large bounty.
