In this game, you have several NPCs not willing to talk to you and guards wanting to kill you on sight, which is fair, you've commited a crime, there's the punishment and realism you're grasping for.
But when you're unable to progress in the game, due to the "realism"-card so many of you are so keen on to berattle, that's where the line needs to be drawn.

As an outlaw you can still talk to Quest-NPCs of any kind. Just vendors do not want to talk to you anymore. When I made the decision to be an outlaw that meant that I was still able to complete pretty much every quest in the game. That this changed and I can't complete Orsinium at all is not acceptable. There needs to be a away around this vendor.
So... you've gone this long without realizing that you can't talk to Vendors with a bounty? And... what also is surprising, is that you have plenty of quests where you talk to Vendors, Bankers, Guards... how are you so clueless?
Edit: Also... it doesn't matter if you paid for the content, you are the reason you can't complete the quest. This is not an error on ZOS. It's on you. That statement is irrelevant.
When I was in beta I was so happy to run around and talk to NPCs.
I was talking to a farmer who had all his little happy sheep around.
Another player walked up and started massacring all the poor sheep.
I was so shocked I didn't do anything but stare at the screen for a while.
(I admit I screamed WHHYYYY at the player through the screen, though.)
I haven't seen someone murder an NPC yet, but I don't look forward to that.
The fact that the Justice System seems to be giving sheepslayers more repercussions makes me so happy. I am just smiling now.

I tried, but the vendor does not sell it to a character that does not have the quest, and even If I would do all of orsinium again on a meaningless alt I doubt I would be able to transfer that into my bank as it will most likely be a quest item.

i dont even know what id have to do to get a bounty that high.
but its clear that you did it on purpose. i would rather say ZOS has to fix all other quests (inlcuding bas game quests), as you shouldnt be able to do quests for the highest legal authorities (Knings and Queens, as well as Mage and Fighters guild) in tamriel with a bounty that high.

ZOS should jsut change all quests that allowed completing before to no completion with that high bounty.
