Also probably knowing that with a bounty that high, Guards will kill you on sight? And avoiding towns is the best way to not have this happen?
So, you have two choices. Get repeatedly killed by guards (Which will take a lot of gold in repairs) or wait until the bounty that you racked up degrades to zero, which I am guessing will take some time.

At one point in this quest you are supposed to buy the King's favourite Ale.
Apparently I do have almost 77 million of bounty and the vendor of said Ale does not want to talk to me making it impossible for me to complete the quest.
I can not longer advance in Orsinium and can not finish the Mainquest of content I paid for!
As an outlaw you can still talk to Quest-NPCs of any kind. Just vendors do not want to talk to you anymore. When I made the decision to be an outlaw that meant that I was still able to complete pretty much every quest in the game. That this changed and I can't complete Orsinium at all is not acceptable. There needs to be a away around this vendor.

So... you've gone this long without realizing that you can't talk to Vendors with a bounty? And... what also is surprising, is that you have plenty of quests where you talk to Vendors, Bankers, Guards... how are you so clueless?

Having the same problem man i Didn't know if anyone else was having this issue i was i sent a ticket in and they told me to get rid of my bounty then try how dumb my bounty is 4 million i Don't want to see here is a video of me showing the same problem it's annoying needs a fix i can complete every other quest in the game with a bounty but not this one

well, its not ZOS fault, its your own.
i dont even know what id have to do to get a bounty that high.
but its clear that you did it on purpose. i would rather say ZOS has to fix all other quests (inlcuding bas game quests), as you shouldnt be able to do quests for the highest legal authorities (Knings and Queens, as well as Mage and Fighters guild) in tamriel with a bounty that high.
