Having pondered it some more, I don't think they will up the vet rank again. They didn't do it with orsinium because of the overwhelming negativity surrounding it.
That said, I really don't see the point in wasting tons of resources removing vet ranks. Just reduce the amount of xp it takes for each vet rank to like 100k per level.

but the real question for many of us is: can we start making gold armor sets at Vet 16, or do we go to max purple and save our gold tempers for a next Vet level after the Thieves Guild?
Could you give us guidance on that question?
If you play eso for a while, you know you should just enjoy every new set right away because after the next patch it will be useless, that way you can at least have some months with your new gear. Sitting on the fence will mean you run around in purple gear all the time.
And another tip, go on the pts if you want to test gear and try it out, that saves a lot of gold mats. Most people probably make 2 or 3 sets before they agree on what work fot their playstyle. I know i wasted a lot of gold upgrading sets i only used for a week or two weeks. ( but this is part of the fun for a lot of people)

So, @ZOS_RichLambert confirmed on the ESO AUA (see his reply to my question here) that the VR cap will not be increased at all now until Veteran Ranks are removed.
