Isn't that statement a bit limiting? Shouldn't it be something more along the lines of: We will not be increasing the VR level cap further as we plan to remove VRs in the near future? Your statement makes it pretty clear that you have not decided how to handle the level cap beyond the Thieves Guild nor have any firm plans to remove VRs. but the real question for many of us is: can we start making gold armor sets at Vet 16, or do we go to max purple and save our gold tempers for a next Vet level after the Thieves Guild?
