It would be more sensible to drop level/VR progression altogether and be done with it, instead of having it and then fixing it with battle levelling and tiers of campaigns.

Blackwater Blade serves it's purpose as a tutorial of sorts for newer players to get their feet wet in Cyrodiil, but there shouldn't be arbitrary barriers placed on Veteran players. Realm pride (Something that is already very lacking) will be further hindered any introduction of more barriers. Players shouldn't be hindered from aiding their alliance, just because they don't have the required VR/CP for that bracket.

Azura's Star Player: Guys, we need help on Azura. We are getting pushed back to our gates, we need help pushing them back.
Player A: Sorry dude, I'm not VR16. I can't enter there
