What exactly does off-balance do

I have tested this in PvE and the only thing I can see that it does is let you heavy attack to cause a knockdown. I have googled this and asked around, and see people saying it also does stuff like disable performing actions, or that it is broken if the target takes damage etc, but I don't see this occurring in PvE.

Does anyone know for certain exactly what off-balance does? Is it ONLY a debuff to make the target vulnerable to knockdowns?

    Off-Balance allows the following:
    1. Bonus damage dealt by Heavy Attack on Off-Balanced target (+50%)
    2. Knockdown + Stun if target receives a Heavy Attack
    3. Bonus Resource Return on Heavy Attack on Off-Balanced target
    4. Bonus Damage from Hawk Eye Bow passive on Off-Balanced target (15%)
    5. Bonus Damage from Ruffian passive on Off-Balanced target (15%)
    6. Bonus Damage from Exploiter CP passive on Off-Balanced target (10%)

    Ooo it's effected by Ruffian? Ruffian says "when attacking stunned, immobilized, disoriented, or silenced enemies." So off-balance is a "disorient"?

    I've been testing it with blinding flurry, but on lower lvl mobs so I cant really see damage increases. Do you know if Blinding Flurry ranks increase it more than 7% chance per hit? Currently it's a 42% chance each flurry to set off balance for 4 sec or how ever long it lasts at rank 1, and with ruffian that's a 16% damage increase for the duration?? That seems like a lot.

    Now you got me all excited.

    The chance to set off balance remains constant throughout the leveling of the ability, all that changes is how long the Off-Balance lasts. With high CP in the right areas, it's actually better to follow up the off-balance with a heavy attack for a massive damage combination.

    With 100 points into Heavy Weapons Expert and 100 points into Mighty, the base damage of a heavy attack surpasses Surprise Attack to be on par with a Wrecking Blow. Now factor in the bonuses that off-balance provides, and you are looking at sneak attack level damage in open combat.

    I wonder if there'd be enough concussed status effects popping off in aoe, if you were sporting lightning form and various other aeo shock attacks with a shock wall of elements down that there'd be enough resulting off-balancing within the wall area to make blasting heavy lightning staff attacks drop/stun/damage mobs/folks at a worthwhile clip.

    saddly for us nightblades it has to be done from sneak or invisibility for it to actually have a chance to work.

    It's not 42% it's 35.3% to score at least 1 off-balance success, with your numbers. Sadly its not as simple as 7x6, check out this site it has a neat probability calculator designed for mmo loot drops but equally applicable here. http://www.engadget.com/2010/01/13/drop-chance-probability/
