Yes, let's add more assets while a huge amount of people are suffering from extended loading screens since the last update. That sounds like a good idea
I'm on the PC EU server and have never had any loading screen issues before or after the latest patches. I'm not going to say it's down to an internet connection, or a specific addon, or the use of the guild UI etc, but it clearly has to be down to some sort of variable at the user's end or somewhere between there and the server, otherwise if it was purely down to server-side coding it would affect everyone.
What's needed is a thorough examination of the specs and circumstances of those who are suffering the problem. Platform and server, machine and driver specs, ISP, where they're playing from, which addons if any they're using, whether they have voicechat, whether they're in guilds and therefore using the guild UI, all the many variables that distinguish performance from one user to another.
It may be that there's something that ZOS can do at their end to fix it even if it isn't affecting everyone, but it would be a good start to establish the detailed circumstances of those who have the problem as compared with those who do not.
