Friend plays on my playstation at my house in my room, so I have seen it happening. I play the game I know how easy it is to get bounties, if I wanted I could easiley get a high bounty. I want the justice system nerfed because people cant commit crimes without having too strict consequences. This is a game not real life, their shouldn't be consequences. Some people want to go on a crime spree for the lolz XP but it doesn't work and they have to delete their character because of too high bounty. Its also way too easy to rack up a bounty. I don't have issues with the current Justice system. But to be honest, the only games where justice systems are truly fun and engaging for me are ones with some form of open pvp (not saying it should be added to eso). In ArcheAge for example, you have to stand a trial with jury being actual players. I swear that was the most entertaining part of the game, at least while trial chat was visible to entire server, because that almost always resulted in some hilarious roleplaying. Also, prison escape mechanics. This one is done pretty well in Age of Wushu (Wulin). I believe some sort of prison system could make it into eso, so that players would have an option to either pay the bounty or sit a couple hours in prison.

I pity you. You obviously have no grasp on the concept of gaming. All you see of this game is circuits and wires that make things magically appear on a screen whereas I see a world we can immerse into that has many aspects of real life and is a hell of a lot more interesting. I for one have always thought it'd be neat to live in a medieval world and sure in most game death is not of much consequence (hell we're soulless in this game) whereas in real life we get no "extra continues" but that doesn't mean it doesn't have realistic qualities. If you want to play a game where you're just supposed to kill everything in sight then feel free to grab an old sk00l hack n slash or shoot em up and have fun. This is an MMORPG though of course it's gonna have its own rules and stuff that keep you from just killing everything. I mean really Skyrim of all games was the biggest on consequences of actions in this franchise since once slain NPCs NEVER came back without using mods or reloading a previous save.
As for taking games seriously it all depends really on the motive the player has but for the most part no I play games for fun which means I don't take them seriously. Me either until I did some research. Then I went to Cyrodiil, did some PvP, and had it unlocked not long upon my first visit to Cyrodiil.
Oh and I should also mention you can use it while riding a mount without dismounting.

Not entirely but for the most part it does grow from it. Long as you kill or help kill players or take or help take resources and/or keeps you will gain alliance war ranks which grants experience to your Alliance War Skill Trees. Rapid Maneuver requires Lv2 Assault.
If guards were a pushover and bounties were easy to lose then there would be chaos in every town...I think it's fine as is.
