My exact system specs right now are:
OS: Windows XP 32bit / SP3
Processor: Intel Core 2 Quad CPU Q 9550 @ 2.83 GHz

I guess it's only WinXP that is way too far below the minimum right now which causes the game to crash, also DX9.
The graphics card is now minimum of what I see, and I don't have a sound card at the moment.
My question now is: can my computer handle a 64bit OS? I never had to deal with this, I don't know. And is onboard sound ok to run the game in the future, too?
I believe the Intel Core 2 series does support 64 bit, but I'm no expert on that.
Your graphics card is clearly deficient if it is only DX9 compatible.
Onboard sound cards used to cause a lot of crashes, but are now generally considered a lot more reliable. Because of their popularity and as they are usually standard in new PCs very few people buy plug-in sound cards as a result of which they are very much cheaper than they used to be.
In your shoes I'd worry most about the Windows XP OS (not least because of the lack of security support) and then see how things go after that, although your overall system is such that you could find piecemeal upgrades very cost ineffective compared with a a new computer.

I'd make sure you're not running anything else in the background regardless of whether you run it with other games, and also make sure (at least for testing purposes) that you're not running any addons in the game.
However, the limiting aspect of your system is likely to be the 32 bit part and this is known to be a major cause of frequent crashing. It's discussed here:-

I have nothing else running that caused issues PRIOR to the last patch. Next, no where did support say it was due to my 32bit system. I have NO ADD-ONS running. They tried to say I had out dated drivers, I again checked and they are up to date, they then said it was port forwarding....that needed done.. umm I can LOG into the game I just can't STAY logged on so thats not it. I appreciate the suggestions..but from what I am seeing its a problem with a LOT of other players all with different types of machines some with 64bit rigs..some have posted that they have updated to 64bit and are still having the constant crashes, while other players in their house have 32bit with no issues.
In fact, starting today.. its worse. I can't stay logged on for more than 10 seconds.

Don't wonder that switching into 64bit system can make ESO use more than 4Gb RAM. It's still a 32-bit application. But i doubt it uses even more than 2Gb.
Try this:
Open C:\Users\YOURUSERNAME\Documents\Elder Scrolls Online\live (or liveeu for EU server)
open usersettings.txt file.
Change similiar strings to this:
SET RequestedNumJobThreads "0"
SET RequestedNumWorkerThreads "0"

You could try disabling all sound and see if that makes a difference, just for testing purposes. Have you checked that your sound card drivers are up to date rather than just your graphics drivers? Bear in mind that a recent incremental patch introduced new sound files. They could be the problem, both for you and for anyone else having worse crashing problems since that patch.
Failing that, I'd make sure you're not running anything else in the background even if it didn't cause problems before the recent patch - something may have been introduced in the patch that causes a conflict with an application that you've previously run without it causing problems with ESO, or it may simply be an increased memory usage with ESO that is conflicting with the demands of whatever else is running. Again, this is just for testing purposes so as much as possible can be eliminated or indeed confirmed to be the issue.
