I tried the uninstall and reinstall of the explorer pack last night and, success!!!
It picked up I had the pack, allowed ne to make any race for any alliance, and once in the game I got my pet and all the other bits and bobs. Worth a go guys

I had purchased the Premium Edition that was on the Xbox Store, supposed to come with Explorer's Pack, Imperial Upgrade and 5,500 crowns.
First time logging in I noticed I did not receive the crowns. I had received mail for Imperial Edition upgrades though. The first character I made was an Imperial and didn't notice at the time that I hadn't received the Explorer's pack.
I later tried to make a Khajiit in Daggerfall but found out that I didn't have Explorer's Pack. Sent a support ticket which went back and forth a few times. One of the representatives told me that I wasn't eligible for the Explorer's Pack since I didn't preorder. I explained which edition of the game I purchased and got a reply that it has been escalated to a higher tier of support.
Never got a response from the higher tier but a day or two ago I finally got the pack in the mail and it all seems to be working now. Also received the 5,500 crowns eventually.

Unfortunately it hasn't, we'll atleast not for me. According to their twitter they're working on it and hope it's out asap.
I bought The Elder Scrolls Online: Premium Edition and the explorers pack didnt stalled, it stops at 100% everytime i try to install, any fix about this?

While these are nice things to improve upon they should not have took priority over the product you sold to people.
