Can confirm they are, even have screenshots of a few.
Can't craft, but they can be stolen from weapon racks around the world.
Are Dragon Priest Masks part of ESO?
I've been pestering ZOS about this during every Ask us Anything, they don't respond. I thought they dropped the style and didn't want to mention it again, but apparently it's pretty much in game. I have no idea what's going on.
In another thread I tried to identify the weapon artifacts. Not sure about everything but it's pretty close I think:

As for the Dragon Priest masks, some of these items are NPC-Only, like Ayrenn's Helmet complete with hair.
The Dragonpriest masks are the same. There is a Dragonpriest in Bleakrock.
And this also shows that ESO is like Skyrim. Every item worn by an npc is an actual item.
Of course, we cant loot them but it's nice to know they're actually wearing them.

Very few if any of those are in the game.
Some of the unused variants are used by npcs.
The most "advanced" Akaviri variant are the prismatic weapons.
Also the Maormer bow appears to be a completely unique model.
