Considering the game's been out for a year and that there are literally 0 people at maxed rank, I'd be all for this kind of a change. And mind, people had a chance to absolutely rake in AP when the game first came out and oil farming was a thing. Gods forbid someone reach max rank and then decide to play an alt. We'll never get that sweet orange/brown color. XD

I've seen a few Grand Overlords running around. Sure it takes months to achieve, as well as a dedicated group. But all that makes the person who owns the title worthy of equipping it.
Please, please make alliance rank account wide.
Just the rank, reset the skill line for all i care. Zos have said they want players to see how well leveled in the champion system other players are. (so you can see if someone is stronger than you). The alliance rank can work this way if it is account wide.

The system as it currently stands indeed punishes people with multiple characters.
Although there should certainly be some restrictions, it should stand as:
Alliance rank is shared between all characters OF THAT ALLIANCE (so if you have 7 Aldmeri characters and one EP bag alt the bag doesn't get access to shiny skills.)
This account wide pvp rank is disabled in 'non vet' PvP (Blackwater Blade) or we'd see level 15 with magicka detonation!
But seriously, stop punishing people with alts, not fun.

2) they aren't punishing anyone, we are the ones who decide to make alts, I've got a couple too
3) I don't necessarily disagree with making alliance rank account based but it has to be alliance rank and total AP pool ONLY. We can't have a bunch of level 10s running around cyro with combat frenzy 2 and prox det without them earning it on that specific character.

It's still more of a band aid solution to a larger issue which is the intense grind to get to allaince skill rank 10 to unlock the abilities. If vet ranks are considered too much of a grind then surely alliance skill ranks are as well. No other skill line unlocks come even close to 1/10th of the time it takes to unlock alliance war skills currently.
The first big question is whether or not it's healthy for the game to have such huge requirements on each toon you choose to create. Outside of the "I did it so everyone else should have to" argument, I can't see the reasoning.
