There has been no confirmation that Imperial City will be paid DLC. Gina just said that there will be more details later.

Since they haven't confirmed one way or the other whether it will be paid DLC or not, we should take the time to convince them why it should not be.

They said, when giving examples of paid DLC, that they would be scaled to your level and accessible straight away. This cannot happen with IC, as you have to own all the Home Keeps to get in. Meaning, even if you own the content, you may not be able to access it. Conversely, those who do not own it would not be able to get in despite spending hours earning the access in Cyrodiil.

Also, the amount of info we have been given about it, and the length of time we have been waiting for it for, considering it is supposed to be part of the main PvP experience, would suggest to me that it would be more appropriate as one of the "regular updates and new gameplay [which] will be offered to all players to enjoy free of additional charges".

I have just posted a thread on how I feel putting Imperial City into a DLC bundle would be a horrible idea. please check out the thread and comment on whether you agree or disagree. Best to generate a buzz around the topic so we get an answer asap, and can get back to playing without worrying about the future of pvp in ESO.

Yeah, I saw it a little bit ago. It's a great post.

I honestly have no idea why people are defending a PvP update as a DLC. Everyone who seems to be commenting on the matter is doing so from a current subscriber standpoint, and not taking into consideration how this will effect returning players.

The ENTIRE reason for this game going B2P, is because it lost so many players. We all know that their "reason" for going B2P is complete ***, those of us still subscribed enjoy, and prefer a subscription based model where we're entitled to all content and don't have to worry about micro transactions. So to say that we, the current subscribers, would prefer this new model is an outright lie.

The point of this new model is to encourage players to return, and to hopefully pick up some new players along the way. If they want to help stimulate the PvP, Imperial City needs to be free, and not DLC.
