It's a what-if parallel universe type of thing so a single character can play all 3 factions. You are welcome to ignore Cadwell's Silver and Gold if you like.

It makes sense when Cadwell's Silver and Gold were prerequisites, but use this as an excuse now is really the laziest way to approach the issue and ignore the reality. The reality is: 1. now players automatically get access to enemy territories to do enemy faction quests without any process of explanation; 2. One Tamriel is coming and Cadwell story will completely lose touch with the fact by then since players wiil be able to travel to enemy territories and help different factions in quests from DAY ONE
