Yaaaaaaaaaaay! Super awesome!
Wait. Will come with the Werewolves buff patch?
(See what I did there? Uh huh.)
@Attorneyatlawl
if you could be so kind, please direct me to the relevant shadows settings in UserSettings? A google search provided only one relevant entry, which i seem to have topped already.

It makes a huge difference on my computer, though I'm running an i7 2600k and a gtx780sc acx.
There's no texture pops (all textures load up at max). Metal looks all shiny and you can see stitching and weave in fabrics.

Same here, I have been using it ever since I became aware of it around launch. I run an i7 2600k, 16gb ddr3, 3840x2160 (4k res) 60hz ips monitor (Dell UP2414Q), ssd, and was on a gtx 780 "ftw" acx (but I sold that and am buying a pair of GTX 980's as soon as they launch which is supposed to be sep. 18th, since the 780 couldn't cut it at 4k for me). It makes an enormous quality difference and is another one of those options that should be accessible in-game, but are not. Others include skill screen transitions, maximum framerate (via minimum frame time setting), camera options (clamped and reverted automatically even though it can be changed in the usersettings file ), and high-res/low-res shadows independent of shadow draw distances. All but the camera options can be set and are retained by the game.
An example of what, if the camera settings weren't automatically reverted by the game despite existing in the usersettings file already, would be possible is this:
It has always looked like that for me.
Only force -3 if your computer can handle it. Try -2 if you think you might get fps issues. With -1 you'll still see some texture pop. And 0 is the default which you have now.

it only works on npcs, im still getting it on buildings and rocks ect, is there anyway to force this ?
pics attached notice the middle building from difference distacnes.
with buildings it doesnt gently gain detail it just pops out of nowhere.
