Steam has functioned offline (although sometimes buggy) for ages.I don't like Steam, that demand to always be online if you play a game even offline just annoys me.

Not that it holds a ton of weight, but FFXIV:ARR, as far as I know, never gave people steam keys, which makes me less hopeful.

Also its software that I don't want on my PC, all those ads there ...
Hopefully we can still use ESO if we refuse to get Steam.
