I agree with others that no workaround should be required, but until a patch comes out this method seems to be the best chance at success for quite a few.
Edit: The instructions do say to wait for the mobs to hit you first, but then you're supposed to kill that second wave of mobs and plant a seed on one of the corpses that died in the second wave--there are no mobs up at this point so nothing should be attacking you while trying to plant a seed.
just FYI, while this workaround did not bring me success, following it's steps was key to discover my personal workaround:

Tried to place the seed on the third kill. No reaction. I tried for about 30 minutes. Then i helped the other two mages to find their lost things and to fill the death rune. Tried to place strange seeds again and again. No way. This is completely bugged. I also have not 6 seeds in my inventory, only "strange seeds" (no number), even after picking up the quest again. I need a fix from ZOS.
PS. Found other players in chat who also have the same problem. I am not alone.
Now, you get a 'permanent' seed that does not get used up. There is still a problem doing the seeding though. Perhaps this piece of missing quest text will help:
"A living enemy will need to be present when the Seed is planted so the newly risen will have something to feed upon."
Sort of summarizes the methodology both my friend and I used (at different times) to succeed.
Good Luck!
Totally cretinous that nigh on two months after release such game-breaking bugs sill exist.
