Writhing Wall alchemy quest bugged if not at max level

I successfully did the alchemy quest on multiple characters who have their alchemy maxed out. But when I tried to do it on a character whose alchemy level was 6 / 8, I was unable to turn in the quest. Reistaff just didn't have the option to turn it in.
I'm sure I've seen other reports of crafting quests being bugged. Is it level related for others?

A character with 1 / 8 alchemy skill was able to do the quest without issues.

I can't turn in the alchemy quest on my 6 / 8 alchemy skill character at the Writhing Wall questing site, to Reistalf, nor can I turn it in at a regular daily crafting writ site. I simply can't turn it in.

Sorry for the size of this image. But you can see the quest arrow is on my compass, pointing to Reistalf, but there's no arrow right over his head. You can also see the quest "Craft Panacea of Health 3/3" in my quest log in the upper right hand corner.

Weirdly, I have a charcter at alchemy level 4, and they CAN turn in the quests. Is it just level 6?

My alt is alchemy 6 and can't turn in either. PC/NA

whaaaat, I haven't had a single alchemy quest pop up. It's always blacksmithing, clothing or woodworking....

There are three quests each for blacksmithing, clothing and woodworking, but only one each for provisioning, alchemy, and enchanting. So people have been seeing which quest they get, and then backing out of the prompt before actually accepting the quest. (ETA:) The provisioning, alchemy, and enchanting quests only started with Phase 2. (/ETA)

We're doing this because the furnishing plans only drop for their skill. As in, the design you make at a provisioning station only drops from the provisioning quests. See this post for the list.

I skilled my alt up to alchemy 7, abandoned the quest and took up a new one, then I was able to complete

Rank 5 works fine too. So it looks like an issue with just rank 6.

The Helms for the Headstrong quest is also badly bugged for 6/10. I wonder if that’s coincidence or if something about this tier didn’t get checked properly across the board.
