We identified the cause as an incorrect server setting on our end and not related to the Combat Animation Memory Reduction work. The team is working on a solution now and we will have more information once we have an ETA on timing for the fix.
Okay, we have an update. We just pushed an update to resolve the incorrect setting. So this issue should now be resolved and impacted skills should now be dealing proper damage again.
The plan is to have this resolved for console as well. So this should not be an issue on console U48 launch.

Any hotfix planned for the Streak/Break Free bug? Because it is equally as ruinous for PvP formats as the weapon passive bug was for PvE. In any PvP format, you are all but guaranteed to get that bug within, at maximum, 30 minutes of playing. Your options are then to leave the game mode or "hope" that you crash, both of which effectively end your night.
I can provide a clip of the effects of the bug if need be (though it has existed for ages).
The patch did... something... to resurrect this bug and raise it from a comparative rarity to a gameplay fixture.
It would be a VERY good messaging step to demonstrate support for the PvP community to prioritize fixing the bug with as many resources (and on the same timeline) as were made available to the weapon traits bug.
