I just got a Praxis: Alinor Bowl, Shallow Limestone from a backpack and a Formula: Murkmire Lamp, Hanging Bottle from an urn in Solstice. Kinda wondering if the loot pool includes all furnishing plans instead of the normal and Solstice ones and that's why the drop rate is so bad.

Out of curiosity, which plan is that?
Not justifying the practice, just pointing out the fact that it has been this way for as long as I can remember and the exceedingly rare occasions when furnishing plans were forthcoming it was an 'oopsie' on their part and they patched it pronto.
Personally I gave up on finding them in the wild, absolute waste of time, I can make the gold required to buy them from traders orders of magnitude faster and use the time I saved to do something more fun, like trying to find an uninterrupted path on the grain on my floorboards that will take me from one side of the living room to the other.

If those are dropping then it's a bit of a departure from previous DLCs. Base game furnishing plans have always dropped in DLC zones. But those two are DLC plans, and that type have never crossed over into another DLC before. I really hope that's not the case here. I'm on console so have a week to go yet, and that doesn't bode well.
