Is this some kind of bug or is this intended for new furnishing plans? Ive only gotten a couple looted furnishing plans so far whereas for murkmire plans for example, i can usually get at least one every other thieving run. its all just base game junk plans.

You can't get to the last hall anymore after you've done the quests, but you can access everything else.
I looted *everything* that could be looted.
Had to call the deconstruct lady four times, because I ran out of space.
Got a whole bunch of old, white furnishing plans (you know the ones.. "Rough Knife", "Rough Bedroll" and so on). ONe or two old green ones (mostly lvl 1 foodstuff ones).
And 19 Research Portfolios.
Opened them all up.
Not a single, new furnishing plan. Not one. >.<
So far, my haul (only about 6 hours of farming):
Urns in Broken Light Temple: 2 Blue Furnishing plans (Tide-born Shelves, Tall and Sunport Fountain, Floral Wall) plus a few Minecart plans and various older patterns from Azandar's portfolios. And innumerable white recipes.
Fishing: 0 (1 pack, I've fished every pool I've seen despite despising fishing. Its been at least 50 pools with both the Artaeum Fish Bowl food active and Sharp-as-Knives out. No Fishing related CP).
Herbs and Ores: 0 (I've picked everything I've come across, much to Azandar's displeasure - Mushrooms! Disgusting!)
Treasure Chests: 1 Lead for Solstice Giant Crocodile Skull, 0 Plans. The Lead came from an Advanced rank chest, improved loot quality CP active.
Its not great.

If you got a bunch of while plans that means you already got a blue/purple one an are on a cooldown. The rule of thumb is to loot until you get a blue/purple furnishing plan (the recipes do not count) and switch to another toon after that.
Feels like complaining boosts RNG sometimes - I just dug up that Crocodile skull and one of the little bonus chests had "Praxis: Tide-born Firepit, Covered Stone" in it. So it might be that the only way to find the recipes via Antiquities is through finding those little boxes.I don't have the best luck finding those.

*Definitely* not a single purple. And the only blue one that I had in my bag after the Temple run was an old Breton one. And as far as I know (and have experienced myself), there is not cooldown on blue plans. I've plucked blue and purple plans out of the Necrom urns one after the other without a cooldown, when Necrom was new.

It might be possible to get another blue one right after another (personally, I do not think I've experienced this). But if you switch to another toon after getting a blue plan in 99% of cases you won't be getting a white plan until you get another blue or purple. I've done this type of farming in Necrom and Gold Road for an excessive amount of time and this is my experience.

I have one main character. If I'm in the middle of a delve or something like the Temple, I'm not going to log out and try to find an alt that *might* be advanced enough that I can send it to the same location and have it survive.
I do things with my main, because that's what I have time and energy for. And my main should be the one to accomplish most everything, including collecting furnishing plans.
If that requires that every time that I loot a blue one, then I go log out and play WoW for an hour, just so that the 'cooldown' resets, than that is sloppy programming.
Besides... I don't *have* excessive amount of time to farm. I have a life. I have a business. I have responsibilities. Playing ESO is supposed to be fun and relaxing, not another job.
So... if it isn't possible to achieve something simple as collecting furnishing plans, that are a central and *essential* part of this game, then the Devs didn't do their job. Or they assume that we're all unemployed and living off social security. >.>

In the patch notes we were told:
"47 can be collected from a variety of unique sources in Solstice.
14 can be earned from pickpocketing citizens across Solstice.
12 furnishings can be found in Algae-Laden Sunport Packs.
11 can be found in the Solstice treasure map chests.
8 can be collected from Alchemy and Clothier resource nodes in Solstice.
2 can be mined from Blacksmithing and Jewelry resource nodes in Solstice."
I assume that means furnishings, though it's not really clear.
However... This is my harvesting map so far:
Many of those nodes have been harvested frequently. So far...
Not a single thing aside from the resources has dropped from the nodes. Nada. Zilch. None.
Now, if that's a bug, then I hope it gets taken care of really soon. @ZOS_Kevin

"Hey Sharp as Knives, we've looted everything and haven't found any new plans."
"Hey don't worry 'Player' we'll find some. As I always say: who's better then us? Nobo..wait. Did you call me Sharp as Knives? Dude, we've been adventuring together for literal years. You don't know my name?" Grumbles. "This guy. I cannot believe this. See if I help you catch anymore good fish. All duh fish all da time."
"Sorry Sharp as Knives, had the TV on mute, wife was talking to me. You know how it is. Were you saying something?"
Groans silently. Points to the fishing hole. "Who's better then us? Nobody."
