Or else give everyone another character slot. That would work too.
I find it really strange they didn't do that when the whole theme of the month seems to be creating and levelling a new character to 50. Could have even made it the December 1 log-in reward or something like that. Would certainly have given them a few popularity points.
Gaining CP absolutely should count. 45 CP levels would be challenging for high CP players. I've levelled all my characters to CP (and with riding levelled to 60) so I'm not deleting any and have no spare free character slots.
This is a cash grab by ZoS to force people to buy more character slots, with 5 of the achievements being tied to levels.

The point being it penalises players for their loyalty and dedication by restricting their options.
Except it isn't a penalty...they give you other options to do. It would only be a "penalty" if it was required.
Exactly. It's not a penalty for vet players. They already ensured it would have absolutely zero negative impact on players who can't do it by making it so that they will not lose any rewards.
It's a completely optional, accessibility option for new players who are either de jure or de facto locked out of harder content.
Most games have things tailored for new players that you can level out of. It feels very much like the argument here is that solo high level players should have every single thing catered to them.
It is 29 choices compared to 24 choices. That is a difference that shouldn't exist. All players should be given same opportunities. Players with new characters have the option to level or not. Players with no low level characters do not have that option. They are given less.
How many choices does a new, under leveled account have? Realistically, they are not going to get very far in IA, they won't earn 75K AP unless they're smurfing, they won't participate in trials. So new players are locked out of at least 4 options.
Fair and equal are not the same thing, nor are they necessary, and I think zos did a great job of balancing these pursuits.
I hope there are more themed pursuits in the future. I would love one that gave exclusive rewards to competitive raiding, for example.

Doesn't matter how it happened it shouldn't have happened. Adding five more tasks just means instead of 34 some people only have 29 so no that isn't better just the same problem with bigger numbers. The problem is not all tasks are available to all players.
They could have just as easily said gain XP instead of raise levels. Then we all would have had the same number of choices. I do have an account where I could do the leveling thing if I wanted. I'll probably do the others instead as I don't want to rush leveling a new character. I want to have fun with it and take my time. I do have the choice though and on my main account I don't have that choice.

So the "Earn 30 Levels - through combat, crafting, and much more" - doesn't that apply to provisioning and enchanting?
I just leveled a character and nothing is showing up under the Golden Pursuits.
