While ppl are lamenting, I just finished and got the bear - without the leveling. Come on, it's easy. If you managed to get 20 chars to CP level, you should be experienced enough to finish the pursuit in two days, even without the event yet to come.

Except it isn't a penalty...they give you other options to do. It would only be a "penalty" if it was required.

It's a completely optional, accessibility option for new players who are either de jure or de facto locked out of harder content.
Most games have things tailored for new players that you can level out of. It feels very much like the argument here is that solo high level players should have every single thing catered to them.

It is 29 choices compared to 24 choices. That is a difference that shouldn't exist. All players should be given same opportunities. Players with new characters have the option to level or not. Players with no low level characters do not have that option. They are given less.

Fair and equal are not the same thing, nor are they necessary, and I think zos did a great job of balancing these pursuits.

Crafting stations bought with writ vouchers are not bound. You can buy them for gold from guild traders.
You can also test and see if it works in your guild hall.
Some of the tasks are not registering. One of my player home visits did not count, and also a delve boss kill.

I'm a non-PVP'ing, solo player. I've never killed anyone in Cyradiil.. let alone 10 people. How many days to make 75K AP? I guess I could anger a bunch of real players and go hang out in 10 battleground matches but I would literally not know what I was doing. PVP locks me out of 4 pursuits.
And Trials? Does everyone but me have a trials guild? I've never even been in one. I have no idea how many players that even takes. And I have to COMPLETE them.. so 'almost' doesn't count. And that is two more pursuits.
Which makes 9. 9 is the most you can miss... but I've never been able to kill Tho'at either. So one of those Infinite Archive pursuits will cost me one more.
I could delete this character.. but I used the Reward Calendar AP drop on Saturday to get her the level 3 Assault mount speed.. so I would lose that on any new character until the end of the month. (arrggg.. and all the mount speed books I'd been hording)
If they made CP count as levels then I would be fine.
I'm not a n00b. I've got over 10K hours in. But I've had to pass up a lot of content due to being fat fingered under pressure. And I knew that chances were I was not going to be able to participate all of the Golden Pursuits... but it's still disappointing because the CP exclusion seems incredibly pointless.

Eliminating 5 of the 29 this way does seriously limit a number of players options.
The trial ones, if you aren't in a guild or don't do trials and play solo, are out.
The pvp ones become difficult if you don't pvp.... someone new to pvp might not find it easy to kill 10 players (unless you set something up with a friend? idk)
Even group dungeons can be difficult for solo players but can be worked.
I'm not saying any of the above ones are bad. I'm saying all of the leveling ones knocked out make it very difficult for a LOT of players.
An option would be for them to allow CP point levelling to work for these achievements.
But even that wouldn't work for the folks that are very high in CP points, it starts to take a bit to get another one when you are up around 3600 and all your characters would be the same. But it would be something I guess.
I like the variety they have but there shouldn't be that many tied to one single activity.
There could be options to earn some TelVar points in the sewers, repair buildings in Cyr, craft gold furnishings, Scry and dig a bunch of antiquities - gold ones maybe so pple have to level up that. Lots of options instead of sinking 5 achievements in basically starting a new character.

Maybe I'm overlooking something here, but I'm CP3600 and have all character slots used. How am I supposed to earn levels without deleting a toon? Or does it count the XP internally somehow (since I'm still gaining it, it just doesn't change anything on the bar)?
I'm aware I don't need every single one to get the last price, but as far as I can see that locks me out of 5 pursuits already.

Dear Kevin, what do you think about deleting one of the characters, if all 20 slots are occupied by level 50 characters?
Levelling from 3 to 50 is not a huge deal, there are Alchemy Master Writs and 2x XP New Life Event upcoming, but..
The catch, as i see it is - re-training mount takes 180 days (or massive purchase of riding books), which i consider unfair.
