I also think it's probably bugged. It's comically slow compared to everything else.
I've given up on leveling it and will be hoarding mats until it's fixed.
I actually have to change my opinion on enchanting, the slow leveling makes perfect sense.
researching traits on gear crafts is extremely slow aswell, in a sense, its the same speed in which enchanting levels.
2) The people who will gain most from this are those who buy their components in large batches, stand around a crafting table with 1 or more strangers and continuously craft the same glyphs that they will then pass to the person next to them.

Thats not necessarily true. I spent a lot of time making money in this game, so I had the capital to buy tons of Kuta and Rekuta. I have at least 20 Kuta and probably 50 Rekuta. Ive never duped anything in my life. Some people are just more savvy when it comes to capitalizing on the market.
In the end, your stuck with a bunch of potency runes you can't use because your enchanting lvl is too low, and no way to level your enchanting because you can't craft any glyphs without potency runes.

enchanting really is a chore to level, however certain levels appear to move way faster then others; I do notice that crafting known glyphs in purple quality does seem to provide an almost reasonable amount of xp.. however that requires getting the skill that allows using the rekuta rune.. (lvl.. 15?)
before that point the only way to get decent xp in it is translating runes or deconstructing runes from other players.
I literally deconstructed EVERY rune I found to get to lvl 18 and I crafted every glyph I could, cleaning my bank out of runestones twice in getting here.
