And how's that, you wouldn't have any armor buffs, and you'd be stuck to using base skills only that have no buffs or bonuses from sets, monster helms/weapons.

Because 5k magicka is a good counter to a free proc that can be reapplied with little time after, and do more damage than an active ability on someone who has to stack stam or mag and WD to even sniff, while coming from someone with minimum 35k health is totally balanced.

How about those who want to play pure stat builds and still compete at the highest level? No, that is not possible right now given what procs can bring to the table. These players want to have fun, too. I played both a proc and a non proc build and the disparity couldn't be more obvious. I can bulk up defensively with higher health and resistance, and barely sacrifice any of my offensive potency unlike my non proc builds. That is not balance. I have no problem with adding diversity to PvP, but the state of procs is just too good right now. We need a middle ground so both procs and non-procs can compete equally with each other.

You're giving proc sets a little too much credit there. They are actually really balanced and anyone who beefs up their proc damage enough to be the primary threat is handicapping themselves in other aspects of their build. Usually they end up taking away from their survivability or overall damage of their abilities. Use this to you advantage instead of focusing on their strength so much and you'll find proc sets aren't as much of an issue.

Those potatoes with procs and no procs will always be easy to fight off and heal against. That's not the problem I have with procs. What proc sets (and malacath) does for a player's build is alleviate a lot of their weaknesses that one would have if he/she decided to go the route of just using stat dense builds. Any fight becomes trivial when the player have over 35k+ or more health, great sustain, and having a ridiculous amount of damage by timing your proc damage with your own class combos. The compromises that both style of builds exhibit is such a noticeable gap. If I want to have equal amount of burst as some proc builds, I would have to make a lot of compromises ,defensively, to reach that threshold. Proc builds mitigates that problem by a lot. That's why all the best players I know on PC/NA are rocking such builds. I mean it speaks for itself. xD
I tried both procs and non procs, it's hard to go back to non procs when my K/D ratio is nearly double now lol.

I wouldn't hold your breath, but who knows? My GH main is sporting Crafty/Spinners/Grothdar, so I will just swap out the monster set to Domihaus/Swarm Mother instead... and gain 1100 magicka and 2200 stam. Hmmm... 57K Magicka, wonder how hard that will hit.
