Just going to paste the email response I received from them, word for word. As you will see, it doesn't exactly give any concrete clarification, but here it is for what it's worth:

"As long as the player does not appear to be malicious, trying to troll, or intentionally disruptive while camping, they're not breaking any rules.

However, if you feel they're encroaching on your gameplay experience, or that of others, even if non-intentional, you have every right to report the player.

    Take away, which is what I suspected, is ZOS will probably look at camping reports to see if players are intentionally disrupting the game play of others. If so, that's going to be a problem. I think that may be looking into werewolves and vampire camping.

    He said its no problem if they're not intentionally disrupting. If you report and they decide the player is doing that, they'll take action. Who knows where that line is.

    How is a player farming a boss in a public area or dungeon stopping you from playing? Its open tap. All you have to do is hit the boss once you get credit for the kill.

    You certainly have the right to report anyone and everyone for it. This also adds massive amounts of tickets to the CS queue, tying up staff and preventing folks with real issues from getting timely help. So feel free to continue being self-righteous and whiny rather than trying to get along with people and say something like "Hey, I am not getting credit, you guys mind forming a group quick so we all flag on it?"

    Then again, that might be too social for some folks in an MMO environment. <3

    No, he said you can still report them, but that they're only violating TOS if they're intentionally disrupting. But there is still no guidance. I think if your purpose is to deprive others of game content (like werewolf bites) there's a decent chance they'll consider that intentionally disruptive.

    I love when they camp. Gets me the Kill, achievement, loot and gold. What is not to love? I have yet to not be able to kill a Public Dungeon boss. Stuff like that brings me back to my FF11 days where people would camp NM's all the time for the spawn.

    If you want a "party" do the real 4 man dungeons. Problem Solved

    I have my way of dealing with these campers and personally think this will sort itself out eventually. However, my opinion of campers is really low and just got lower looking at some of these responses.

    That's not true. For me it usually takes at least two full hits before I can get credit for the kill, and often times the boss is dead before you can even get one swipe with your weapon. These bots hit them hard and fast the instant they appear on the radar and don't give you a chance.

    I have yet to find a single mob I cant smack once and not get credit for it. Ive done all the public dungeons up to coldharbour. Drop an AOE when he spawns.

    So having 7-8 botters in EACH dungeon at EACH boss just auto attacking continuously for 24/7 to get that 1 gold from the boss again and again is what you call normal gameplay ?

    Is it really that difficult to cut the problem from the roots and just script the mobs to give NO loots whatsoever. Keep them just for the achievement or something or be smart like Arenanet and script the mob to give you loots only every 24 hours. That will take the botters job a LOT harder and they will give up eventually.

    But to say just to ignore them and get the update by just randomly hitting the mob once is just a great way to play an mmo. Why not get the update when you enter the dungeon or better still just clicking on it on the map ?....doh

    I think it's a portion of HP, not number of hits, so it's gonna vary by what you use to hit, what your stats are, etc.

    During my play, I had a lot of trouble logging enough damage/hits to count as having kill bosses, as well. Had this problem at the Anchors, too. C'est la vie.

    Yes we are for real. In MMOs you have to deal with other people all the time. Unless its afk botting I dont see a prob with killing the same boss over and over.

    anyone who spends hours semi-afk farming a single boss should be banned.
    It is a lazy and disruptive way to get drops and I sincerely hope that zos see how it ruins the fun in public dungeons.
    When I go to the dungeons and see this happening, I start talking to the bots and farmers and I never get a reply from more than 1or 2 players who happened to be looking away from their tv screen at the moment.

    RAAAAAAAAAAAAAGE, that's what I see in this thread. Same thread as what was before with people crying about boss farmers. Like the email in the OP said, it's unintentional and not a major factor in you enjoying the game since this game is quest oriented, not dungeon oriented.

    They don't stop you from getting credit either, you just need to do 1 good hit which usually a skill does. Or possibly a heavy attack out of stealth to get credit. People are complaining because they're not doing enough damage to become eligible for loot. That's where the crybabies are coming from, they want to farm drops too but for some reason lack the ability to do so and want to punish those that can.

    Do I do enough damage on every boss to get a drop? No, but doesn't mean that it's everyone else's fault for that. I just simply didn't do enough damage, so I should either respec or use a different skill to do so. But banning other players that can actually do damage is a dumb way to go about things.

    There appears to be some latency even on instant attacks counting as a hit. I have had cases where I would fire Silver Bolts 2-3 times before it counted, and the only way to tell sometimes is seeing the little XP message pop up through LootDrop/Wykkyd, since the lootable body can be buried under a mountain of corpses.

    I don't think that's what he means. More along the lines of just do a couple hits to get everything and let the campers do the rest. So very minimal effort to get drops. Farming for drops has never been a glamorous thing either.

    Yes, I think it is clear that at some point the devs consider it contrary to how they want the game to be. What we have no good idea of is exactly where they will draw the line.

    I don't think the problem is real people who camp bosses. It is the bot groups with names like "llscf" who manage to instakill things before you can get a meaningful hit in. However, the annoyance with the gold farmers easily spills over to the real players (unfairly) because it is much harder to get the loot / xp and anybody in the area gets to be part of the problem.
