Considering the fact that the Cyrodiil playerbase isn't large enough to support two full campaigns, the unlocked campaign was started in the middle of an ongoing campaign without a free change, and the unlocked campaign is multiple campaigns down from the top... yeah. That's hardly surprising.
Of course, if the reverse was true and it was the faction locked campaign being introduced in the same conditions, I'd 100% guarantee you that the result would be the same.4 -

Bumping and quoting for truth. Lets try the reverse for a month, and see what the players really want? Put the unlocked campaign at the top and see what happens.1
