Storage in the houses (Bought for gold) would detract a little from the desirability of craft bags via ESO+ to help with the storage issues.
ZOS needs predictable regular revenue and craft bags are the big draw for ESO + right now... as such I'd be surprised if they did anything to make those less needed/desirable, especially for in game gold, as this will impact the regular revenue stream which is what they need most to carry on.
Not saying I agree with it.... but this would be a big reason when looking at it from a business perspective.

You guys are speaking too soon. Extra storage did not make the cut as they want to implement the base housing patch. There WILL be extra storage in the future. Check the dev tracker.

I also have to think of performance, the game already suffers a bit from performance issues, from my understanding with the instancing of housing combined with how many people like to hoard thousands of items, would encouraging even more hoarding not hurt performance and require more bandwidth?
While the thought of free storage with your house is a nice idea and realistic to real life, it makes less sense when you consider the negatives, I don't want millions of gold in my bank with nothing to spend it on, upgrading inventory space has been a huge drain on my gold keeping me poor until its complete, and I think its the right way to go about it.
I have 200 inv. Spots so I can continue to travel and loot. Housing storage would not hinder or make this better. It's typically stuff I sell/decon. How on Tamriel does this affect my inventory space?
Bank/inv. Space is a pathetic gold sink, it cost very little for the convenience of not coming back to town every so often.
Would housing storage actually cause performance issues or is that just an assumption?

Sure it is,if you want to have toons named Stores-Your-Crabs-One and so on. If you want to use a character it can't carry more than 120-130 items (some of those will be utility stuff) so you can actually have space for loot.
With 1T introducing loads of new dropped sets it can easily overwhelm 12 alts. I currently use 9 alts for sets (the rest for non-gear storage) each carrying 12-15 type of sets. Boy it is a chore to manage stuff... I have my neat spreadsheet about who's carrying what and use addons to help with sorting but it still takes considerable amount of (wasted) time. And I only collect divines pieces and sharpened for weapons.
Learn to manage inventory. Seriously it's not that hard.

Ignorant is thinking that a house would mean getting a "warehouse". Houses should be cosmetic, nothing else was ever promised.

lets be fair, those percentage figures are just plucked out of thin air and are in no way representativee of the player base at all.
But to play the game, I'd 'guess' that 99% of the playerbase will want to buy a house when they get released, storage or not
Im happy to buy a house with no storage. Just for the immersion and fun of it. I wont be buying house just to dump all my crap I cant be brave enough to deconstruct.
Storage containers in eso make sense only if not connected with crafting stations, bank, or personal inventory, so a completely separate containers for which you need to go and take from to have in inventory. Not working like craft bags but something fixed to the house.

People have every right to collect items for use now, or later. It's now my fault that I collect set pieces, after 30+ sets were reintroduced into the game..... ? Really?
