Not sure if you're trolling, but this is Google's datacenter in the Netherlands (Germany's neighbours). It's not like we Europeans can't do things right. Location doesn't make a difference whatsoever.

The problem may be due to a number of factors, including bad coding that makes the services crash (most likely) and of course the connectivity at another location, distant from the data center itself. Flameheart✭✭✭✭✭No Keep it In Germany.Indeed internet infrastructure and especially broadband and fibre connections were not the best in germany 10 years ago. In 2012 Germany had one of the last slots in european ranking for broadband coverage (even behind Romania) and connection speeds, but meanwhile this looks much better:

...but independant from tier 3 ISP driven internet connectivity, there is another measure for internet connectivity, the socalled backbone and routing knot connectivity, maintained by the very important Tier 1 ISPs or better called "carriers".
You may have the best connection technology (fibre to home), but it is useless, if internet routing knots are bottlenecked. Some well known companies for those large tier 1 routing switches are level 3, Verizon etc. Especially Level 3 was well known for returning issues in the past, because this carrier is peering a big part of the internet traffic in Frankfurt.
To be fair a packet loss or latency increase at those routing hops must not be a Level 3 problem. It might also be possible that a customer or a contracting party (your personal ISP for example) of Level 3 has just bought too less traffic volume or rights and/or a competitor ISP abuses peering rights and net neutrality by artificially downgrading their own net to overload the other carrier with data.
In truth the facts are much more complex, but of course the reason is money as usual:

Regarding today login issue, it is in no way related to the EU server,
The server(s) that performs authentication is/are located in united states.
Performing a trace on the network while trying to login show that there's a DNS resolution for live-eu-services.elderscrollsonline.com
This resolve to IP address 159.100.230.9 (always the same IP, testing with several DNS servers around the world)
Checking this IP in the RIPE database show that it is located in the United States
A traceroute confirm this.
So authentication is made in US then once authenticated you are directed to the EU servers. Those are working fine.
