1. I am talking about INGAME communications.
Yeah, sure, I could run from house to house relaying messages between my party members...but...duh...that is not IN the game.
If ZOS meant for console users to use OUT OF GAME console communications they wouldn't have spent the time/money to put VOIP into the game itself.
In fact, ZOS ADDING VOIP and Controller Support to the PC version says rather loadly they want these thing in game, and not have their players have to depend upon outside sources for ingame needs.
2. VOIP and Text work on seperate levels within a program. Which is why ingame mail still works when Voice goes down...even if ingame mail is so slow that even it cannot be used as a trusted for of ingame communication.
And, in other games (like DCUO) on console when VOPI went down, Text was a perfect stand-in...and, yes, that was on a console that could have just relied on "console based voice" too.
And, with that, I am going back to my promise to myself not to reply/quote to you anymore.
Due to the way you twist conversations in cirlces.
Even when given basic reasons why some things work, and some things do not.
And, even futher, to the point of contradicting yourself just to...well, I really don't know why.

This makes perfect sense but from listening to ZOS, it seems they too understand this but the complexity is that console requirements and I'll say Xbox One specific as I'm familiar with this platform, create obstacles where because the GT and all the social things have to be in sync, it could be impossible to do all this outside of Xbox Live without duplication which is what they begin to refer to in why names, etc were removed.
If you played the console BETA, there were changes where the character names did appear but at release were removed and we ran into quite a few bugs during BETA with interactions. There were quite a few social changes as well that made things smoother and caused less error msg pop-ups at launch.
I think ZOS has a better grasp on this than any of us....its definitely more to why its not there than what was shared.

I envision a text chat tool that enables us to communicate with the masses. All the proximity, group, and guild stuff remains voice So, a text box that is toggled on for use and closed automatically when done would work fine. That text box could have 3 channels that you switch to with the buttons ontop of the conroller, L1/R1 on the PS4. The channels that would work good woukd be: looking for group, trade, and discussion. All the "/..." Shortcuts are not needed. As MANY others of said. Look at Warframe.
I like what you are saying, but I feel guild channels in text chat is needed. We can be in five guilds which makes it difficult sometime to get a message out to all your guild members at once expecially if they are not in VC. Guild text chat is one of the main reasons I want text chat. It would make it so much easier to organize large events. While a guild may have 50+ members on only about 10-20 are actually in VC.

Using Never Winter as an example there have been a number of times that Voice chat has "Went Down" and text chat always works. You sir are the one grasping at straws.
Text chat has NOTHING to do with Voice chat. Nothing at all.
For someone that seems to have inside info on exactly what the DEVS are thinking and doing you sure do not know your stuff when it comes to scripting and the workings of said things.

I'm inclined to agree with you, but not with quite as much confidence. Seems to me it just depends on how stubborn this company will be. They tried something new, it hasn't worked out, now it's just a matter of time before they admit they were wrong.
Admit that you were wrong, about face, u-turn.. takes guts, integrity and a pinch of humility to do that. Some people never can manage it. My fear is that the person whose brainchild it was to leave text out is one of those hard ass stubborn types who can never admit he is wrong. We all know these people exist. Sometimes this steadfast, unfaltering belief in their own convictions is a thing to be admired, all the more so when they are proved right in the end.
Yet when they are in the wrong, and the crowd overwhelmingly thinks that they are in the wrong, and still they refuse to address their mistake.. well, then they just look like stubborn asses.

Thats what worries me. I remember checking the forums the day of console release and PC players were welcoming the new players and one of the warnings they gave about ZOS and told us we would find out for ourselves was "They never admit that they are wrong and are content with sticking to their guns" and I've seen it already within the short time the game has been released.
