At this point, the bait is simply taking up valuable inventory space and fishing doesn't have anything to offer: No chance at fishing up treasure, no achievements, & it takes up bag space. Even if they added the fish to provisioning recipes at a later point, there would still be other foods that could be made as an alternative.
It's a nice diversion, fishing is, but I hate looting plants and getting the bait on the side.

I see no reason to believe anyone does it, and the bait items are nothing but useless clutter. They aren't worth a single gold piece and people are constantly leaving them in plant mats so they don't respawn.
