Someone already posted a picture of the exact same horse model already existing, just minus the glow and slightly different coloring to the armor.... the arms already exist as well, they're just on an enemy model. Now.... I'm not an expert, but I feel like it'd be relatively easy to downsize those existing arms and slap them onto another existing model (I've done similar things while creating mods for Skyrim). And this does result in a "new" end product, but I think it's pretty clear that all of the assets are being reused from something else.I am not aware of any four armed horses in the game already. If there are, then yes, they can reuse bits of that. If there are not reusable items, then they had to make new models, textures, animations, and probably sounds and special effects

Haha, trust me; I fully agree. But I do think in writing, especially what's supposed to be a tale of something wonderous happening (like a god level being gifting you something).... it makes sense to have it be an over the top, almost unimaginable thing-- especially when you consider whether or not the writer of said tale is a reliable narrator or maybe someone exaggerating things to make themselves seem more impressive. But that's also why I think it makes even less sense for it to be an actual mount and not just because it does look ridiculous, haha.

At least the other versions have "armor" on their legs, which distracts from the fact that this horse model is anatomically the worst of all...

Well, if cold-blooded egg laying Argonians can have milk producing mammary glands, then a horse with human arms makes just as much sense. But at least they can pick up their own road apples.
It is just the usual stocky horse model used many times over. Specifically it's the Auroran Zenith Warhorse, same armour and all, but with the difference they have attached Symphony of Blades arms to it. That's not a new model, it's very simple reuse of already existing models.
Sadly, I will say that it did not take them a quarter of a workday to do this. Obviously, no one has actually seen this in action,. It is possible that they just phoned it in. But... this thing looks like it is an entirely new model, with entirely new textures, and entirely new animation. This thing cost them more than just some recolor.
Again, I say "sadly"...
