Is ZoS currently taking any fundamental action to address this issue? Can it be fixed or not, or do they even know the cause? Or are they working hard to address it now?
Is it a server-side problem, or are we under DDoS attack? Or is it both?
I would love to hear back from some kind of developer. Whether it be hope or despair.

eventually i can get on again, but rubberbanding persisted in that vLC run.
For many many years before PC/EU was a massive source of problems, and the infamous "R.I.P PC EU" thread with 100+ pages was closed and removed several times.
Funny, but nowadays PC/NA is the source of technical issues (and considering previous PC/EU experience - they are for years).
Here is my tracert and considerations:
First: Akamai.com is overloaded.
i connect from another side of the pool, so the fact transatlantic connection loses 10%+ of packets is sad
Second: load balancers used by Zeni, are probably too few and too cheap (by this i mean they do not have enough buffers for the sheer amount of incoming packets), so the connections are often lost
the good idea is to add more IP addresses for ESO servers and add more load balancers (if they, but not the lack of content servers are the source of frequent disconnections) and add more content-servicing servers (if they are too few to handle the load).
Honestly, we don't know the architecture Zeni is using, but, anyway, the packet losses mean either faulty NICs or insufficient buffers. When packets and subsequent retransmissions are lost "in the wires", the connection breaks (and later have troubles to be re-established).
Please locate and fix the issues, @ZOS

Unfortunately, the problem will sort itself out eventually by people moving on to less problematic games. This lag/rubberbanding/disconnection dysfunction was happening well before Gold Road dropped.

Not completely accurate. This is just when the bleed of these issues into overland became impossible to ignore.
I've also empirically noted that in there's more than 3 akamai jumps in your trace your performance will be dog poo.
