All in all, range definitely has an advantage in these fights. The beam AOEs are high damage, there are loads of snaring ice AOEs, blobs spawn randomly, the manticore is always trying to pen you in with the ice walls. Stampede has gotten me in real trouble with all of the high AOE damage, but having lots of Stam for dodge rolls and sprinting really helps imo.
Just take it slow (so to speak) and steady. The 4th Arc is easier IMO cause the dragon can be kited around the outside edge. But a dedicated Tank would be helpful if you don't have one.

the ice patches dont actually snare, but they do ramping dmg if you stay in them too long, the eye beams also have ramping dmg

I thought moving through them reduced your speed? Maybe I'm misremembering since I try not to stand in them and use Extended Ritual purge quite often.
