So it makes absolutely no sense that the dungeon does not refill.

Did you read that the work-around is about who is the leader of the group? So if a DPS is missing, but the leader is a tank, make the other DPS the leader and you should fill up faster.

Great question. We've found 2 player groups are slightly impacted (specifically when there is 1 DPS and 1 Tank/Healer as lead) but not nearly as much as 3 player groups. In this scenario, the workaround of making sure the Tank/Healer is not lead still applies and should help.
Criteria bug workaround can also be achieved by swapping roles to something else and back.

(don't take this too seriously )

Today we queued healer, tank and a dps; healer crown 3 mins, no queue. Cancelled, swapped to dps crown, queue popped immediately.

We’ve been working on a fix for this that will hopefully make it into U39.

Tried on different characters and different roles, waited for half an hour as dd twice, and about 10 min as both heal and tank. Usually it takes no more than 10 min as dd and almost instant as tank or heal.
