When your character has a "home" where you park them when you log out, then any NPC nearby that has a small number of lines that they repeat ad nauseam belongs on this list. But there's one (or more) per home, so unless it's your main, you may not notice.

Easy. Sai Sahan and Lyris Titanborn. It feels like they live in a parallel dimension from our own and can't be bothered to give an explanation for where they've been or where they are going or what they do because the writers aren't gonna bother with continuity. Like, okay then, don't mind me, it's not like my character is part of the story or anything...

    Personally, Sharp-as-Night.

For a very single reason: is french voice is absolutely catastrophic:

    https://youtu.be/OSkzkeQfsG0?t=256

    (at 4:16)

The dude should speak with a nasal voice, but instead, he speaks like a 23-year-old guy fresh out of business school.

1.Lady Arabelle, I've never seen a more obvious self-insert in my life. So famous, so good at everything, so sexy (according to NPCs) despite being a granny, nothing bad can ever happen to her, no one can defeat her in a fight. Everyone calls your character her assistant. Now I'm not one to seek praise for virtual story accomplishments, especially in a game where they're as easy as this, but I don't appreciate being treated like a lackey to some living legend out of nowhere either.
2.Pacrooti the gambling promoting scam cat.
3.Urgalag Chief-Bane, she also scams me a lot, and has a cringworthy 'tough ork woman' routine despite doing nothing but sitting at the enclave all day. Kind of like the rest the Undaunted, but worse.
4.Rigurt, Laurent, Stibbons, all overused meme characters.

I really don't like the woke companion Tanlorin. Or Zander. Or Bastion. These companions seem tailor made for the....modern audience.

Beyond that, I really don't like Cirion from the Banished Cells dungeon. Or the Grand Champion in Dragon Star Arena. Too talky, non-skippable dialog, voice acting is not up to par for an ES Game.

If we're talking strictly NPC's, then the only one that sticks out to me right now is Jakkarn.

So with the game being down at the moment...here's my list!

    ...yes, I have a list.

The following NPCs are disliked because they follow me and actively get in the way of whatever I'm doing:
Raynor. This guy. Top of my list right now. The moment I go anywhere near Lion's Den or the neighboring skyshard, this dude is on me with preternatural speed. I was doing some skyshards, and fighting mobs around me, and this dude bolts to me and stays right at my side. I have to constantly move around so I don't open his dialogue while I'm fighting.
Darius. Just trying to farm dolmen's man. I don't care about your wife.
Qadim: Another one like Raynor that follows me across the entire map. Up stairs. Across the walkway. I just want my skyshard man. Go chill at the gate. We'll be with you later. Not really, but still.
Nilthis. "There's much to do". Yes, there is. And none of it involves you.
Ladlow Menant. Shows up in too many spots, way too close together. One spot. Just put him in one spot.
Leramil. Like Ladlow, she shows in way too many spots. Again, one spot guys. And can we please get away from using "YOU THERE!" in every quest giver dialogue?

Solution: Plop NPCs in one place, away from a wayshrine. I'll pick up the quest when I'm ready.

I have to agree Lyris is pretty bland and we have to deal with her so often in the storylines.

Most infuriating NPC might be that Dark Elf ghost (and his ghost wife) in Stonefalls that tricked that poor girl into thinking he loved her and he laughs and says he just wanted to see her heart break. Made me so mad.

That one breton girl from Stros M'Kai who blames you for her brothers' deaths if you don't keep the artifact at the end of the Betnikh questline.

I think she did her job of illustrating the complexities of Factions pretty damn well, though it's been a while since I read the text. Wouldn't you be pissed if your brothers were killed in a war that someone could have won outright, even with unethical means?

Wish the game did more of that. Lately it's been a little one-sided in XPac Quests and that always feels very un-Elder Scrolls to me.

All the little annoying quest givers in the begining areas. Gathwen in Khenarthi's roost is a particularly repulsive stalker.

The guy in Bleakrock equally annoying as is the the sad sack that stalks you in Stros M'kai.

I hate the AWA and I won't do any quest more than once.

These little quest givers are trying to get you to do a quest you have probably done a dozen times in ten years.

They should not be approaching you as the AWA will have already recorded the times you did it before.

The one I can't stand is Naryu. She imagines she's sexy and that you're hot for her. Uh...no. I'd pay real money for a Naryu target dummy.

There are some great ones though like Mel Adrys the vampire hunter. "You shall be purified!" Yes, he's extreme but my Dunmer main really took a shine to Mel.

I love this thread. Wonderfully eclectic tastes. I respect it!

As for me... I think it's less me disliking any particular character and more me disliking the occasional bad writing. Emphasis on OCCASIONAL. Most writing in this game is good. All, though? No.

There is a pirate captain in Grahtwood whose crew mutinied. She needs your help to get back her ship and rescue her wife. Fine. Cool plot idea, truth be told... but did you know she has a wife?!?! "My wife. They took my wife! The love of my life! My Wife! Please, help me rescue my wife. My wife, who they took! I have a wife, and I'm a woman!"

Yeah. I GOT IT! My lord, writer. You don't have to belabor the point. I got it. Put down the sledgehammer.

Jakarn became a lusty fiend in High Isle (whereas he used to feign lustiness in order to beguile and manipulate people for his own benefit), and he made sure you NEVER forgot it in High Isle. Did you know that Lady Arabelle wrote the Inspector Vale sleaze novels and has a high libido? Did you? Did you? DID YOU!?! I hope you love that bit, because that's your life for the next six main quests, over and over.

Did you know that the elf-lady by The Firepot delve has a wife? A wife! Tanlorin, her wife! Her wife needs help. You know, her wife. Did I mention she has a wife?!

By comparison, I think a lot of the legacy recurring characters are bits done well. Less "bashing you over the head" and more "here are some establishing facts and let's go!" Lady Laurent and Stibbons establish early on that he's an obsequious man-servant, she's an overgrown woman-child, and they've settled into an oddly functional long-term relationship. She acts like he's worthless, but she's lost without him and values his companionship (though she'd never admit it). He acts subservient and bumbling, but he's actually kind of cool underneath it all (so much so that bloodthirsty demons in Coldharbour go out of their way not to hurt him and fawn over him).

Each time you meet the couple, the premise is briefly recapped (in case you've never met them before or have forgotten) and then the adventure unfolds. Good. We've established the premise, we're all on the same page. Let's get weird. Each quest ends with poor Stibbons getting cursed / frozen / thrown off a cliff / etc.. But, he's darn near indestructible and always bounces back. So you don't have to feel bad about it. It's Looney Tunes stuff. Awesome.

I wouldn't enjoy their quests if EVERY other dialogue line had to overtly remind me about things already established.

Incidentally, all of the afore-mentioned characters are fine. I don't dislike them. Heck, I think most of them are actually pretty interesting... but maybe try less sledgehammer writing and have more faith that I paid attention to the early exposition.

Edit additon: also, I am very aware that I myself have belabored my own point. Guffaw!

    ______________________________________________________________
On a different note, I'm not a big fan of "modern audience" grammar. Frii wasn't a bad character in High Isle, but I grew to loathe him after awhile because so many sentences related to him were mind-boggling.

    Frii = they/them
The Druid King Artifacts = they/them
Mysterious Foe whose identity hasn't been revealed yet = they/them
Enemy forces in the story dungeon = they/them
FRIENDLY forces in the story dungeon = they/them
My own character, when mentioned by others = they/them (I wish you'd just go back to calling me Vestige, Adventurer, or Mercenary).

"Quickly, we have to get to them before they reach them. If they get there first, they will take the power from them and then use their power to destroy them in order to prevent them from stopping them. Hurry, let's all get to them before it's too late!"

WHAT ARE WE TALKING ABOUT? Who are we talking about? What is going on?! I hate you, Druid Laurel. You're an absolute nightmare-person. Whoever wrote you was allergic to clarity and wanted me to suffer, haha. You'd be a great character if I didn't have to actively parse every sentence you speak in a feeble attempt to establish context.

The Undaunted are basically a suicide cult. Once you realize that, it changes their likeability and place in the game entirely.

As for other NPCs I don't like:

    - The tour groups in Grahtwood constantly repeating their lines. Especially the one that passes by Rolis Hlaalu and goes through their whole routine every time they pass while I'm standing there trying to turn in dozens of writs one...set...at...a...time.
    - The whole "Mage's Guild" and "Fighter's Guild" thing in a world where even the biggest sword swingers still use magic.
    - Any supposedly friendly NPC who talks down to me or gives me crap. I'm supposed to be a hero and your helper, if not your friend; treat me like it.
