The problem is less that it's tied to the 20 hours cooldown and more that there is a 20 hour cooldown in the first place. In your average MMO, there is a rollover for things like dungeons. It's a specific time of day. Same for raids (trials): They reset on a specific day at a specific time.
Making a rollover be tied to each individual toon is sloppy and ignorant programming.
