From the description in the book it sound like its close to a incursion world event but cant find it

Didn't' try to read it, moused over it for name.

Went back, not interactable. After short while became interactable visually but couldn't be read.

Bug report filed.

If anyone is missing Vosh Rakh Orders in Wrothgar, part of the Dragon’s riddle quest takes you to Paragon’s Remembrance, and the page is on the table to the left of the portal. There was a point I was unable to access this location post quest.

I can confirm that I got this one from a bookshelf. Took a WHILE though because many of them have a lot of general books and seem to cycle once a week.

Not disputing you don't have it, but the letter was necessary to advance the quest iirc. Plus it along with the Letter to Dres or something like that were outside in the normal zone, and should still be there.
