They don't have armor because the first was just starting out and the Bosmer was just ending, saying her final farewell before deleting her (I miss her)...it also shows off their raw appearance without any apparel helping their look.8 -

Just go to Grathwood capital and right next to a bridge a bosmer girl was showing a tour visit to a khajit, High elf and a female high elf.
The male highelf said something that "the bosmer where wh0ring themselfes! When we arrived( highelfs) we showed you discipline,culture, etc...."
So, why did he say wh0ring to the bosmer girl?
