Filtered Water is the standard in Cyrodiil from "Pure Water" nodes, so it has a high probability of turning up in Cyrodiil containers as well. All my ALTs lost their horse. Only the first character I logged into had a horse, even though all ALTS have horse abilities and had bought (not 1g horses) their own horses. I will say that each ALT bought the SAME horse (not an Imperial though). Shouldn't they ALL get a horse!
All of the horses averaged to get your riding skills.

When I first logged in my inventory space had shrunk (didn't count my extra mount space?) and I lost several items. Eventually the 30 of the 40 missing slots returned somehow without me doing anything but the rest are still AWOL.
EDIT: OK, the still missing 10 are from the new mount system shorting me that many from what I had on my horse before 1.6.
RE-EDIT: Happened again with another character, but loading/activating a horse didn't seem to help as has been suggested.
Fair enough, I think I was a bit out of kilter. The water that you get from containers (backpacks etc) in a zone is usually one grade higher than the "pure water" nodes found in that zone. So Cyrodiil, which has Filtered Water at the nodes, would have Purified Water most often in containers. I'm sorry but you are wrong here. I have looted thousands of containers (not water nodes but containers like backpacks and desks) in Cyrodiil and I have possibly looted in Cyrodiil more than anyone else in the game. I even looted tons of containers back when it was a level 50 zone and not a level VR5 zone. I have never found level 40 filtered water in the containers. I have always found Purified Water in the various containers. I cannot even recall finding Cloud Mist in Cyrodiil. The inclusion of Filteted Water now is a bug, especially since I found it multiple times yesterday while finding no Purified Water or Cloud Mist. The loot table in Cyrodiil is currently jacked up and needs to be fixed.
