Why is it when I complete level "Red" quests am I not receiving the proper amount of experience?

For your example, you get XP appropriate for a Level 34 quest if you're completing Lvl 40 quests at Lvl 29, as long as that doesn't exceed 10% of the XP needed to level up to 30.Quest XP is fixed per quest, is rewarded based on a multiplier, caps out at 5 levels above, and is limited at 10% of XP-to-level.
The multiplier is applied based on a quest's "difficulty", which the developers have hard-coded per quest:
Very Easy: x0.1
Easy: x0.75
Standard: x1
Hard: x1.5
Very Hard: x2.25
Note that the colours of quests in the journal is not related to this difficulty, and is a representation of your level relative to the quest level.
To explain the cap and limit, here's an example:
- At Level 9, completing a Level 9 Standard quest will give you the full amount of XP for a Level 9 Standard quest: 656 XP.
- At Level 9, completing a Level 9 Hard quest will give you the full amount of XP for a Level 9 Hard quest: 656 x 1.5 = 984 XP.
- Completing a Level 9 Very Hard quest should give you 656 x 2.25 = 1476 XP. However, at Level 9, the required XP to level up is 11,080 XP, so the quest will only reward 1108 XP (this is the 10% of XP-to-level limit).
- At Level 9, completing a Level 10 Standard quest will give you the full amount of XP for a Level 10 Standard quest: 670 XP.
- At Level 9, completing a Level 14 Standard quest will give you the full amount of XP for a Level 14 Standard quest: 1011 XP.
- At Level 9, completing a Level 15+ Standard quest will only give you the XP equivalent to a Level 14 Standard quest: 1011 XP (this is the 5 level cap).
- At any level, completing a quest that is a lower level than you are will reward all XP for that level of quest. Note that for quests that are grey in the journal, only the quest itself will reward XP, and you will not get any from enemies you kill.
Enemy XP is similar - you get full XP for any enemy killed within 5 levels of you, the XP is capped for enemies 5+ levels above you, and you get no XP for enemies more than 5 levels below you.
@Muizer They've already confirmed that they are looking into race changes. People asking for such instant gratification features won't ever be satisfied for long anyway, while the rest of us would rather not see a pivotal aspect of the game, character developement, be trivialised.

Any plans on making tanks viable in pvp its the only roll wich is not equal in quality in both pve to pvp without reseting attribute points and champion points. Maybe relook at heavy armour or while useing a shield and blocking ur damage is increased by x on ur next s&b skill

It is people like you that honestly keep telling yourselves the game in general is doing poorly because of some things you don't agree with. For your information there are still many players on PS4 daily and far more than 10% of them are Veteran Ranks. Given the current population if 3/4 of the playerbase has already quit then before that we would have had too large a server population that could potentially overload the servers.
You'd best do some actual digging before you start making such assumptions because obviously you know nothing which makes your arguments invalid and ruins your credibility here as well.

Currently 11.6% of PS4 players have reached level 50.
That is after two months of playing.
Even I would have to say that since almost a million copies sold for PS4, that 11.6% is rather low, which means many must have just "moved on".
(somebody posted the amount of sales...I don't care to quote a specific number for a non-specific topic. ((lol)) )
But, new players will come to replace the ones that leave.
Escpecially when you consider the price for a physical copy's price keeps going lower & lower.
