For real, I have been grumpy about those green stars that used to be skill line passives becoming slottable since Champ 2.0. No more "Argh! I FORGOT TO SWITCH MY STARS!"

Every time you change anything of any sort it is usually a worry about just how much worse the game will feel due to your changes.

What exactly is the point of trying to reach the old population caps if it means stripping away everything that makes eso combat enjoyable? Do you really think that if you were to impose these restrictions and it fixed the performance completely, there would suddenly be enough players to come anywhere close to reaching those old population caps? I'd wager that restrictions like this would have the opposite effect, reducing the number of overall players even further and rendering the goal of the project completely moot.
