NO. Pvp is locked away in a single zone for a reason. What is will bring is100's of people sitting in towns at crafting stations/banks and any other place they can think of spamming duel commands trying to trip a unwanted duel to impede player progress. 95% of pvp players do not care about the challenge they want to GRIEF everyone its all about getting a chance no matter how small to screw the next guy.nothing else.

Look at the abuse issues we got now with allowing of mods. bot trains, underground ninja miners and speed hackers. Just how long do you think it would take? 3 days? a week? before a pvp hack spread like wildfire. No thanks

If your getting your butt kicked you call in for more help now the other guys losing so they call in more help and this cycle keeps going so lets start out you take 3-4 guys in to do some pvp you start pwning another small group so they call in some back up now your getting butt handed to you so you say to your friends hey theres x guys here pvping so your friends come because of the thrill of a chance at some decent pvp and so forth this cycle goes tell the epic battles start and then people get bored.
But in a arena you cant do that your always paired evenly to numbers and not skill so you never have to worry about the losers getting the upper hand and then the arena just becomes a mindless skill less grind where half the people que up just to grind out pvp points even if they always lose cause every game rewards the losing team with some points even if its a small amount
Ive see it happen in many games where world pvp is dominate and active then you guys complain about needing arenas or some form of that style because theres never enough action or what ever the thousands apon thousands of complaints about it are and then once the devs finally give in no one ever goes to do world pvp areas ever again they just sit in the safety of towns and que up for the arena and thus the world pvp areas die ..
Its happened in many games and then the only world pvp you see isn't really pvp its one player going out in hopes to find some unsuspecting person whos farming mats or what ever and ganks them
The only way I can see a win win is if ZOS finds a way to merg the two together so you have to do one to do the other and and the rewards are completely different leaving the best rewards for alliance battles so people will still want to do them maybe once you have captured a keep and/or fort maybe it could unlock mini arena battles where your infiltrating another keep owned by an enemy alliance with a small group to steal resources or some thing so your army can capture that next fort and you get pitted up against another small group whos defending those resources or some thing.. I feel this would work well with small changes to the way things are currently done instead of letting large alliance groups be able to take resources make it so the small arena style battles judge the out come of taking the resources hard point domination/king of the hill style and maybe even go as far as using this same set up for capturing the scrolls use the big armies to break the defenses but then pit small arena style battle group against each other so there is one defending the scroll and one capturing it ....capture the flag/scroll any one?? and as you can see these to styles of pvp could easily be made to play hand in hand where you need one to do the other and vise versus
