Does anyone else freeze up whenever you complete an objective?

This has been getting worse for a while now. It was bearable before so I ignored it. Tonight it's freezing my game and dropping it to 10 fps whenever an objective from a quest gets updated. I normally run with about 40-50 FPS in crowded areas on ultra.
Is anyone else having this issue? I tried turning off all my mods and it made no difference.
