    Hi, mogamort.

The first thing I'd always suggest is making sure your graphics drivers are up to date, but by your DxDiag that seems to be the case. You do, in fact, have more recent drivers than mine, which is probably fine, I haven't read of anyone needing a driver rollback to play.

As your game isn't starting at all it makes me wonder if the newer fullscreen mode is to blame. A few weeks ago a patch introduced actual fullscreen as opposed to the borderless windowed fullscreen the game used as fullscreen before, and it changed the default video setting to that actual fullscreen display.

If that is indeed the problem, perhaps changing the fullscreen setting two a windowed mode may help.

Go to your Documents folder, which by default is in "C:\Users\[-Your Windows User Name-]\Documents\" (it may also be called "My Documents", and in Windows 7 you can just open any folder and see a quick link to the Documents folder in the list on the left) and find the Elder Scrolls Online folder there. Go a couple folders in (you should be at "C:\Users\[-Your Windows User Name-]\Documents\Elder Scrolls Online\live\" and find the file UserSettings.txt. Copy it to make a backup (generally a good idea before messing with stuff manually, though as you can't get the game to work at all I'm not sure it matters),and then open the UserSettings.txt file.

Now, I am unfortunately not positive which settings control fullscreen (maybe someone that knows will come along and enlighten us), but I run the game in borderless windowed fullscreen in 1920x1080 and my settings there are

    SET PreferMaximizedWindow "0"
    SET PreferExclusiveFullscreen "0"
    SET FULLSCREEN_v5 "1"
    SET FullscreenHeight "1080"
    SET FullscreenWidth "1920"

It may be as simple as changing PreferExclusiveFullscreen to 0 and FULLSCREEN_v5 to 1 (and the FullscreenHeight and FullscreenWidth you'd want at 768 and 1360, respectively, from what I see of the native resolution of your monitor). If it still doesn't work, I found a few threads that may offer more detailed help:

So, is this really the problem? I don't know, but I think it is worth a shot.

DX levels can be a cause as well. I have to run DX9 with the NVIDIA black screen bug. This is the line in the UserSettings.txt that controls the DX levels:

"SET GraphicsDriver.7 "D3D11"" to "SET GraphicsDriver.7 "D3D9" (This forces the game to run DX9)

Also have you tried running directly from eso.exe? Many with crash issues from the launcher have to run directly from there.
